The Service or multinational partner who is the principal consumer of a particular common-user logistic supply or service within a joint or multinational operation. The dominant user will normally act as the lead Service to provide this particular common-user logistic supply or service to other Service components, multinational partners, other governmental agencies, or nongovernmental agencies as directed by the combatant commander.
