(bo͝ol′wər), William Henry Lytton Earle Baron Dalling and Bulwer. 1801-1872. British politician and diplomat who negotiated the Clayton-Bulwer Treaty (1850) guaranteeing Anglo-American protection of an isthmian canal in Central America.
