Volume ii of his work opens with another Preface on the horrors of 'Despotical Power' which the Russian history he is about to continue reveals, though he confesses that even the best of governments 'sometimes have their Convulsions': 'This was most conspicuous some Years ago, at the time of our late Revolution, when Government being, as it was, reduced to an Anarchical State, the populacy took hold of this opportunity, to shew their Resentment against such, as they believed to have been Instrumental, in undermining their Liberties' (ii, R2).
